Selectmen’s Meeting Minutes
Thursday – July 7, 2011 – 7 PM

Present: Selectwoman, Karen Day; Chairman, Aaron Kullgren; Selectman, Robert Wimpory
Minutes: Patricia LaPree taking minutes.
The meeting was called to order by Chairman Kullgren at 7:00 PM.
Appointments:
7:00 – Meeting at the Greenfield Recycling Center.  Present were the Board, Mark Blanchard, Bobcat Representative, Carol Burgess, GRC Supervisor, Tim Murphy, DPW Supervisor. Residents present were Jarvis Adams, Neal Brown, Agneta Brown, Debra Davidson, Maryann Grant, John Grant, Don Winslow, Lee LeBlanc, Maryann Beard.
            The purpose of this meeting was for Blanchard to demonstrate how the S135 performance is compared to the S185 for the needs of GRC.  Burgess had stated that she did not think the S135 model, which was purchased by the Town in May 2011, was capable of moving the amount of bales that she needs to move on a regular basis because it felt unstable with a load of two bales on it. Burgess also voiced concern that the S135 could not lift a load high enough to get metal into a roll off dumpster.
            Blanchard used the Town’s S135 Bobcat and brought two bales of cardboard out of the recycling center and drove them up to the storage trailers. He demonstrated that 70% of the of the weight the machine carries is at the rear of the machine and 30% is in the front, until there is weight on the front, at which time these ratios automatically shift. Blanchard stated that this can make the machine feel “tippy”, but the tires weigh 1000 pounds each, and counterweight in the rear along with driver experience can reduce the “tippy” sensation. He also showed that by tipping the forks back when the load is being lifted changes the center of gravity and feels more stable. He states that it’s almost impossible to tip the machine over under normal circumstances.
Kullgren asked how much weight can the S135 carry and at what height, and Blanchard stated that it can carry 1500 pounds at a height of 9 feet 6 inches. The next model, the S185, has 6 inches more height capability than the S135, and not much more weight capacity.
Wimpory asked why there is a need to transport more than one bale at a time. Blanchard stated that for operator visibility, there should be no more than one bale at a time transported on the machine. Burgess asked if the machine could lift and carry vertical bales, in the event the GRC got a vertical baler in the future, and Blanchard said that the S135 will be fine for that application.  Burgess stated that transporting one bale at a time was no problem, except when she only has one hour to load a trailer for transport. Blanchard recommended loading one bale at a time, and that it will take less time to load one at a time, rather than a load of more than one.
Blanchard then demonstrated how the S135 is very usable inside the center, by moving a steel can gaylord down from a stack three high in the building. The forks are adjustable to the width of the pallets and the machine articulates in a very tight turning radius so the machine can get in and out of tight spaces.  
Blanchard stated that the forks would not be used to put scrap metal in a dumpster; there is a grapple attachment that is sold for the machine. He also stated that most municipalities build a dock for the metal dumpster for easier and safer loading practices rather than lift the load over the side of the roll off dumpster.
Motion made by Kullgren to authorize the Town to pay for additional three hours of operator training by Bobcat for Burgess. Seconded by Day. The vote was 3-0 in the affirmative.
Decision: Burgess will be provided three more hours of operator training by Bobcat on the site of GRC.
The GRC does not need a more expensive model of Bobcat; the current model is capable of providing all that is needed to be performed.
Action: Burgess will arrange the training times for her convenience as soon as possible. She will inform the Board when she has completed the training.
At 7:50 PM the meeting continued at the Town Office. Present were the Board and Patricia La Pree, minutes taker.

Motion made by Wimpory, seconded by Day. Vote was 3-0 in the affirmative.

Motion made by Kullgren, seconded by Day. Vote was 3-0 in the affirmative.
8:56 PM: Motion made to enter out of non-public session.
Motion made by Kullgen, seconded by Day. Vote was 3-0 in the affirmative.
                         Other Matters:
Performance Reviews: The Board will begin reviews with all Department Heads on July 28, 2011. The goal is to have two reviews at each meeting until all are completed.
Decision: The Board will meet with the Welfare Administrator and the Administrative Assistant on July 28, 2011. The Board will meet with the Tax Collector and the Treasurer on August 11, 2011.
Actions: The AA will provide a hard copy of all Department Head job descriptions to the Board by July 19, 2011.
The AA will make the appointment times for the reviews and have them begin after 7 PM.
 The AA will not make any appointments for the Board meeting before 7 PM. The agenda for all meetings will allow for 6:30 – 7:00 PM to be designated for signing and review of paperwork. This will begin at the July 14 Board meeting.

Motion to adjourn the meeting at 9:12 PM was made by Kullgren, seconded by Wimpory.
The Vote was 3-0 in the affirmative.
Next Meeting is scheduled for Thursday, July 14, 2011 at 6:30 PM at the Town Office.
